The vessel "ELSE" didn't stopped at the pilot station and tried to enter the closed lock without a pilot.
Following the crash on 29.08.2020, the official investigations into the accident are now beginning on site.

Pilot transferring is unsafe and dangerous by Harbor Tug Boat from or to the ship. I analyzed and observed at many ports, Pilots using Harbor Tug Boat for transferring. Pilotage is being able to navigate safely into and out of a harbour/anchorage/port knowing where you are at all times, where your hazards are and a safe route in/out. This is particularly useful if you are heading into somewhere new or a challenging/busy area – or both!
