Over the past two years, RightShip has reviewed more than 21,000 PSC inspections, assessed over 2,500 incidents, and inspected over 4,600 vessels. In my most recent article, I talked about how ports are currently faced with disruptive circumstances that severely impact the day-to-day port operations. The COVID-19 situation and blockage of the Suez Canal lead to increased operational uncertainty and a need for ports to endure the situation rather than planning the future.
This study presents a novel decision support process for a pilot dispatching problem in the St. Lawrence River. It integrates a comprehensive set of time-based performance measures, including working time, waiting time, and skill level differences, to optimize fairness and operational efficiency in pilot dispatching.
