Following a surf riding and broaching incident and subsequent collision by an experienced vessel operator, QinetiQ have been undertaking extensive investigations into the risk mitigation and safety management of pilotage operations. This presentation looks to discuss the risks presented during pilotage services, and provide a critical review of vessel design and service delivery approaches to understand the potential risk mitigations and management of pilot boat safety.

Over the past two years, RightShip has reviewed more than 21,000 PSC inspections, assessed over 2,500 incidents, and inspected over 4,600 vessels. Shortly after 5 a.m. local time the vessel “Else” had a collision in the Kiel-Holtenau lock to the Kiel Canal.
The "Else" subject to pilotage passed the pilot's boarding position without taking a sea pilot on board and collided from the outside into the closed gate of the new north lock. The bow bored into the metal construction and the ship was stuck for about six hours.
